Luuka officials jailed for stealing fuel, selling jobs

Iganga — The Anti-Corruption Unit at State House, working jointly with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID), has arraigned senior officials of Luuka District Local Government over the alleged theft of fuel meant for road works and the illegal sale of public service jobs.

Appearing before the Iganga Chief Magistrate’s Court, Musisi Rajab, the Acting District Engineer, and Sengoba Daniel, an Assistant Engineering Officer (Civil), were charged with conspiracy to commit a felony and theft of fuel. The two were remanded until January 8, 2026.

According to prosecutors, the accused, together with Kayeyera Bernard, an Assistant Engineer who is currently on the run, allegedly misappropriated fuel worth UGX 222,396,900 during the 2024/2025 financial year. The fuel was part of a UGX 1 billion road maintenance grant allocated to Luuka District.

Investigations indicate that the fuel was intended for works on several district roads, including Busanda–Ikumbya, Busalamu–Waibuga, Ikumbya–Nantamali, Bukoova–Nawaka, and Kyanvuma–Wandago roads.

The court heard that the three engineers allegedly inflated fuel requirements for various road projects before irregularly drawing and diverting the fuel for private use or issuing it to unauthorised individuals.

To conceal the scheme, the suspects are said to have colluded with fuel station managers to falsify accountability records, claiming the fuel had been issued to Works Department drivers. However, the drivers reportedly denied ever receiving or using the fuel.

In a related development, Muduuli George, the Head Teacher of Tabingwa Primary School, was also charged with extortion linked to recruitment processes in the district. Prosecutors allege that Muduuli extorted between UGX 5.7 million and UGX 17 million from various job applicants, promising to secure them positions within the district.

The court was told that Muduuli claimed the money would be paid to members of the District Service Commission to facilitate the recruitment of the victims. Authorities say investigations are ongoing to establish the involvement of commission members and to probe other corruption-related cases in Luuka District.

The Anti-Corruption Unit said the arrests and prosecutions form part of a broader effort by the government to curb misuse of public resources and restore accountability in local governments. All the accused persons were remanded until January 8, 2026, as investigations continue.
