Dr Tony Odung arraigned over Shs165m financial loss

State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, has arraigned Dr Odung Tony, the District Health Officer of Alebtong District Local Government, before the Anti-Corruption Court on charges of causing financial loss to the government amounting to UGX 165,520,800.

Dr Odung appeared before the Anti-Corruption Court on allegations that he irregularly authorised payment of UGX 165,520,800 to Otada Construction Ltd during the 2019/2020 financial year without securing an advance payment guarantee, contrary to established procurement procedures.

Prosecution alleges that the funds were paid out for the upgrade of Angweta Health Centre II and Angwei Health Centre II to Health Centre IIIs in Alebtong District. However, Otada Construction Ltd reportedly abandoned the project before completion, leading to a financial loss to the government.

The accused was remanded until March 5, 2026. The court also issued criminal summons against the former Chief Administrative Officer, Otim Ben Ogwette, and the former Chief Finance Officer, Andeoye Stephen, who are still at large.

They are expected to appear before the court on the same date for plea taking.

The case stems from investigations spearheaded by the State House Anti-Corruption Unit in collaboration with CID and the ODPP as part of ongoing efforts to curb financial mismanagement and enforce accountability in public service.

The matter will return to court on March 5, 2026, for further proceedings.
