Former Attorney General Fred Ruhindi has been declared Member of Parliament–elect for Nakawa East, defeating National Unity Platform (NUP) Deputy Spokesperson Alex Waiswa Mufumbiro in the recently concluded parliamentary elections.
Speaking after his victory, Ruhindi criticised sections of the opposition for opposing the Parish Development Model (PDM), a flagship government programme aimed at improving household incomes at the grassroots.
“Some opposition members have been fighting the PDM,” Ruhindi said. “People are receiving this small amount of money to improve their livelihoods, yet others are opposing it.”
Ruhindi argued that the programme, despite criticism, is providing practical support to ordinary Ugandans and should be strengthened rather than politicised.
The MP-elect also reflected on his previous tenure as Nakawa East legislator, contrasting it with what he described as a lack of progress in the constituency over the past decade.
“Since I left Nakawa East 10 years ago, nothing new has been done in the constituency,” Ruhindi said. “During my time, we built infrastructure.”
Ruhindi, who previously served as Attorney General and Minister of Justice and Constitutional Affairs, represented Nakawa East in Parliament before vacating the seat a decade ago. His return marks a political comeback in one of Kampala’s most closely watched constituencies.
Alex Waiswa Mufumbiro, a prominent voice within the NUP leadership, had mounted a strong challenge, making the Nakawa East race one of the most competitive contests in the capital.
The Electoral Commission has not yet released a detailed breakdown of the final vote tally, but Ruhindi’s victory adds to the ruling NRM’s gains in Kampala, traditionally an opposition stronghold.
Ruhindi said his priority would be to refocus on service delivery and infrastructure development, pledging to work with residents to address longstanding challenges in the constituency.
