Uganda rolls out new building reforms to curb unsafe construction

Kampala, Uganda — The National Building Review Board has unveiled sweeping reforms aimed at tackling unsafe construction practices, following the enactment of the Building Control (Amendment) Act, 2026.

The law, signed by Yoweri Museveni in February and effective March 19, introduces stricter enforcement measures to address widespread non-compliance in the construction sector.

Speaking on the reforms, Executive Secretary Eng. Flavia Gutto Bwire said the new law strengthens regulatory oversight while streamlining enforcement structures. Among the key changes is the reduction in the size of oversight committees to improve efficiency and decision-making.

The amendments also grant authorities expanded powers to issue stop-work orders, halt illegal developments, and, where necessary, demolish structures that fail to meet required standards.

In a major shift, the reforms introduce tougher penalties for non-compliance. Developers who construct buildings without approval risk heavy fines or imprisonment of up to five years.

Authorities are also moving to make occupation permits mandatory for all building owners. The permits, to be issued by local governments upon completion of construction, will certify that buildings meet approved safety and structural standards before they can be occupied.

According to the Board, the reforms are a response to alarming levels of non-compliance in the sector. A 2021 survey found that up to 78 percent of buildings in Uganda do not fully adhere to established standards under the National Building Code.

Officials say the new measures are intended to prevent building collapses and other construction-related tragedies, particularly in rapidly growing urban areas where demand for housing and commercial space has surged.

The reforms form part of broader efforts to professionalize the construction industry, enhance accountability among developers, and ensure public safety as Uganda continues to urbanize.
