Winners: New LC5 chairpersons and city mayors

As ballot counting concludes for many districts following the January 22, 2026, local government elections, several Local Council Five (LC5) chairpersons and city/municipal mayors have been officially declared winners.

City and Major Mayor Results

Ronald Balimwezo Nsubuga (NUP) has been declared Lord Mayor of Kampala City, ending the 15-year tenure of longtime incumbent Erias Lukwago. Balimwezo won decisively with a large vote margin over eight contenders.

In Masaka City, Florence Namayanja (NUP) retained her mayoral seat, polling 22,568 votes in a comfortable win over her rivals.

Lawrence Alionzi (NRM) has won the Arua City mayoral contest, according to constituency results.

Robert Mugabe Kakyebezi (NRM) was declared Mbarara City Mayor, securing re-election in the race.

These results highlight both opposition gains in Kampala and Masaka as well as continued NRM strength in several urban centres.

Confirmed LC5 Chairperson Winners

A number of district chairperson seats have also been declared:

Ian Kyeyune (NRM) was declared Wakiso District LC5 Chairperson, polling 177,710 votes to defeat his main challenger.

In Mukono District, Francis Lukooya Mukoome (NRM) was declared the elected LC5 chairperson after tallying results.

Hamidu Kimark (NUP) secured the Bugweri District LC5 chairperson seat, defeating his nearest challengers.

Samuel Mugisha Katugunda (NRM) was re-elected LC5 Chairperson for Kazo District, capturing about 66 % of valid votes.

Wandera Atuhairwe Twari (Independent) was declared LC5 Chairperson of Buliisa District, defeating the incumbent and other candidates.

Additionally, elections in other districts have resulted in notable leadership changes:

In Dokolo District, Ogwang Peter (FDC) defeated the incumbent LC5 chairperson in a major upset.

In Alebtong District, Ongom Ambrose (NRM) won the LC5 chairperson seat in a tightly contested race.

While many districts have now announced their results, the Electoral Commission continues to certify outcomes across Uganda’s 130+ districts and municipalities. Some races remain pending official declaration or are facing petitions and disputes at tally centres.

Context

The local government polls were held on January 22, 2026, to elect district LC5 chairpersons and city, municipal and division mayors across the country following the presidential and parliamentary elections on January 15, 2026. Turnout varied widely, with some regions reporting energetic contests and others low participation and procedural disputes.
