Muhoozi drops deputy military intelligence chief Rugumayo

Kampala — Uganda’s Chief of Defence Forces, Muhoozi Kainerugaba, has dismissed Deputy Chief of Military Intelligence Brig. Abdul Rugumayo and replaced him with Brig. Gen. Oscar Munanura in a fresh shake-up within the country’s powerful intelligence apparatus, military sources have said.

According to multiple online reports, the changes were effected on March 27, 2026, as part of ongoing restructuring within the Uganda People’s Defence Forces (UPDF) intelligence leadership.

Brig. Rugumayo had been serving as deputy to the Chief of Defence Intelligence and Security (CDIS), a position he assumed in March 2022 following his appointment by President Yoweri Museveni.

During his tenure, he was involved in overseeing sensitive operations including counterintelligence, internal security monitoring, and regional coordination—placing him at the centre of Uganda’s military intelligence structure.

His replacement, Brig. Gen. Oscar Munanura, is described as an experienced intelligence officer who has been serving as Assistant Deputy Chief of Defence Intelligence and Security in charge of counterintelligence.

Military sources say the reasons behind Rugumayo’s dismissal have not yet been publicly disclosed, and by the time of reporting, the UPDF had not issued an official statement explaining the move.

However, analysts note that the abrupt leadership change signals continued reorganisation within Uganda’s intelligence system, which plays a central role in both domestic security and regional operations.

The reshuffle comes amid a broader wave of changes within the military, including the reported arrest of other senior officers, highlighting what appears to be an ongoing internal crackdown and strategic realignment within the armed forces.
