KALUNGU — The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has ordered the immediate arrest of two senior Human Resource officers in Kalungu District following a persistence of unpaid salaries dating back to July 2025.
The directive, issued on February 13, 2026, targets Ms Nankya Margaret, the Principal Human Resource Officer (PHRO), and Ms Kasingirwa Scovia, the Senior Human Resource Officer (SHRO).
The two officials are accused of causing “hardship and distress” to district staff by failing to process payments for over eight months.
A Pattern of Defiance
According to a statement from the Inspectorate, the arrest comes after months of ignored directives.
The issue had previously been escalated to the Deputy IGG, Mrs Anne Twinomugisha Muhairwe, who held boardroom sessions to resolve the impasse.

Even within the local government, the Chief Administrative Officer (CAO), Mr Ouma Charles, had issued a formal internal memo demanding that the PHRO clear all outstanding arrears.
Despite these high-level interventions, the salaries remained unpaid. When summoned by the IGG to explain the delay, the Principal HR Officer reportedly failed to provide a “satisfactory explanation.”
Abuse of Office Probe
The IGG described the situation as a clear case of insubordination and possible abuse of office.
“The matter has been referred to the IG Director of Ombudsman Affairs, Mr Kakooza Savio Ntensibe, for further appropriate action,” the statement read.
The Inspectorate confirmed that investigations are ongoing to determine if there was criminal intent behind the withholding of funds. If sufficient evidence is found, both officers will face formal prosecution.
