Mbale lands officer charged over illegal transfer of gov’t land

A Senior Land Management Officer at Mbale City has been charged with abuse of office and fraudulent procurement of a certificate of title over a piece of land allegedly belonging to the government.

The Anti-Corruption Unit (ACU) of State House, working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arraigned Kigaye Emmanuel Paul before the Anti-Corruption Division of the High Court.

Kigaye was charged over allegations that he irregularly facilitated the processing of a land title for Plot 27 Bishop Masaba Road, Mbale City, in favour of businessman Wamatsembe Moses, despite the land reportedly having already been allocated to the Dairy Development Authority (DDA).

According to the Anti-Corruption Unit, the alleged offences occurred between September 2019 and May 2023 when Kigaye was serving as Senior Land Management Officer at Mbale City.

The prosecution alleges that Kigaye committed an arbitrary act prejudicial to his employer’s interests by causing the Registrar of Titles at the Mbale Ministry Zonal Office (MZO) to prepare a certificate of title for the land in the name of Wamatsembe.

The accused is also alleged to have fraudulently processed and procured a freehold certificate of title, registered as FRV MBA199 Folio 22, Instrument Number MBA-0009476, for land measuring approximately 0.5040 hectares at Plot 27, Bishop Masaba Road, Fairway Cell.

The Anti-Corruption Unit said Kigaye has been remanded until July 16, 2026, as investigations continue.

The arrest and prosecution form part of ongoing government efforts to combat corruption and protect public resources, particularly government land and property.
