PDM fraud: Kiryandongo SACCO chairperson arrested

The government has stepped up its crackdown on fraud within the Parish Development Model (PDM), targeting individuals accused of exploiting citizens seeking access to the programme.

The move follows a presidential directive to expose and prosecute those extorting money from wananchi under the pretext of facilitating access to PDM funds, which are officially free of charge.

In Kiryandongo District, authorities have arrested and charged Nangoti Peter, a 41-year-old peasant and chairperson of Panyadoli PDM SACCO, in connection with obtaining money by false pretences.

According to investigators, the suspect allegedly collected UGX 2,878,400 from 15 residents of Panyadoli Parish in October 2023, misleading them that the payments were required to register for PDM funding. Officials say the claim was false, as no fees are required to benefit from the government programme.

Police records indicate the case is registered under CRB KDGO 862/2025.

Nangoti was arrested on March 6, 2026, and later arraigned in court on March 13, where he was remanded as investigations and prosecution continue.

Authorities say the case sends a strong warning to individuals abusing government poverty alleviation programmes, reaffirming their commitment to protecting citizens from fraud and ensuring PDM funds reach intended beneficiaries.
