President Yoweri Kaguta Museveni, on November 29th, 2025, delivered a series of major development commitments during campaign rallies in Ibanda and Buhweju districts, promising enhanced infrastructure, improved agricultural value addition, and continued government support under the Parish Development Model (PDM).
In Ibanda District, one of Uganda’s leading coffee-producing hubs, President Museveni pledged to establish a coffee processing facility to boost productivity and increase household incomes through value addition. Addressing thousands of supporters at Kagongo Demonstration School playground, he told the cheering crowd: “You, the people of Ibanda, already know what to do. Therefore, I will help you establish a coffee processing facility that you have proposed here to add value to your coffee.”
He reaffirmed government support through PDM, noting that farmers would continue receiving free coffee seedlings from government nurseries and his personal nurseries at Kisozi. “We shall continue with the PDM money and also give you free coffee seedlings from the government nursery beds that we shall establish,” he said, adding that “PDM will continue where people invest in whatever they want—poultry, pigs, goats, and others.”
Ibanda leaders highlighted significant gains from the program. NRM District Chairperson Hon. Jovrine Kaliisa Kyomukama noted that the district produces 14,381 tons of coffee annually from 28,062 acres, generating Shs 178 billion. However, she appealed for more value-added equipment, saying: “We need dryers per parish and coffee hullers.”
Success stories from farmers such as Mr Mutabaazi Wilbroad, who earns over Shs 40 million per season from his eight-acre plantation, drew praise from the President. “Coffee has created wealth for households and for the country as well,” he emphasised, citing the US$2 billion Uganda earns annually from coffee exports.
President Museveni held another rally in Buhweju District, where he announced the long-awaited construction of the Bwizibwera–Nyakambu–Nsiika–Nyakashaka–Nyakabirizi road. “The China Railway 18th Bureau Group is ready. They are securing Shs 30bn to compensate those affected along the road, after which construction will start immediately,” he revealed.
The President underscored the importance of peace in the region, saying, “I once passed through Buhweju by car and found the people well-rested and enjoying their evening. That’s peace.” Reflecting on Uganda’s turbulent past, he added: “At one time, Uganda was also ‘Ngoma Elanze’, but NRM restored peace.”
Museveni also highlighted improvements in social services. He noted that 75% of Buhweju now has access to safe water and attributed the district’s population growth—from 34,000 in 1980 to 167,000 today—to the success of national immunisation. “All these children are NRM children,” he said.
The President announced upgrades for key health facilities, including elevating Nsiika HCIV to a General Hospital, and reaffirmed the NRM’s commitment to expanding secondary education, noting that “All 140 sub-counties will eventually have government secondary schools.”
He reiterated the need for household wealth creation, explaining the Four-Acre Model: one acre for coffee, one for fruits, one for pasture, and one for food crops, supported by backyard poultry or piggery.
Emphasising its impact, he praised Ms Mary Getrude Kyomugasho, a beneficiary of a government skilling program who now employs two people, saying: “She has got a skill and capital, and that is what creates jobs.”
Speaker of Parliament Rt. Hon. Anita Among commended the President for prioritising the long-delayed Buhweju road, saying: “We appreciate your leadership and the work you continue to do for our communities.”
As Museveni continues his campaign trail across Ankole, both Ibanda and Buhweju reaffirmed strong support for the NRM, citing expanded infrastructure, improved agriculture, increased access to education and health services, and the transformative impact of PDM.
