KAMPALA, Uganda — The Ministry of Local Government has reminded public officers seeking to contest in the ongoing Local Council (LC) I and II elections that they must resign from government service before participating in the electoral process.
In a statement issued on July 22, the Ministry said it had received reports that some public servants, including teachers, health workers, extension workers and administrative staff, were taking part in the elections while still holding public offices.
The Ministry said such actions are inconsistent with the requirement for public officers to remain politically neutral while serving in government.
“Public officers are required to maintain political neutrality and refrain from engaging in partisan political activities while in service,” the Ministry said.
It explained that under Uganda’s multiparty political system, contesting for an elective political position amounts to participation in partisan politics and therefore cannot be combined with continued service in the Public Service.
The Ministry cited Article 176 of the Constitution and Section 129(5) of the Local Governments Act, Cap. 138, which require public officers intending to contest for Local Council positions to leave office at least 30 days before nomination.
The directive applies to all public servants seeking LC positions, regardless of their department or level of government service.
The Ministry called on Electoral Commission officials, District Election Administrators, Returning Officers and local government authorities to ensure that only eligible candidates participate in the elections.
It also urged public officers to uphold principles of integrity, professionalism and impartiality, saying these values are critical to maintaining public confidence in government institutions.
“The Public Service must remain impartial and professional in order to effectively serve all citizens,” the Ministry said.
The statement, signed by the Minister of Local Government, Hon. Barugahara Balaam Ateenyi, said the government would continue working with the Electoral Commission, Ministry of Public Service, Public Service Commission, District Service Commissions and Chief Administrative Officers to ensure compliance with the law.
The Ministry further encouraged Ugandans to participate peacefully in the Local Council elections and exercise their constitutional right to vote.
The clarification comes as Uganda conducts elections for LC I and II leadership across the country, with authorities emphasising adherence to legal requirements and the need to protect the neutrality of public institutions during the electoral process.
