KAMPALA — The High Court has given Chief of Defence Forces Muhoozi Kainerugaba seven days to file a response to a petition brought by opposition politician Kizza Besigye over alleged threatening statements made on social media.
During proceedings at the Civil Division of the High Court in Kampala on Thursday, Justice Baguma directed Gen. Muhoozi to submit his defence by June 18.
“The respondent, Gen. Muhoozi, is given one week to file a reply by June 18,” the judge ruled.
The petition stems from a series of social media posts allegedly made by the army commander concerning Dr. Besigye. Lawyers representing the veteran opposition figure argue that the statements constituted threats and infringed on his constitutional rights, including his right to personal security and dignity.
The case has drawn significant public and legal interest due to the high-profile status of both parties and the broader questions it raises about accountability, freedom of expression and the conduct of public officials.
Dr. Besigye, a four-time presidential candidate and longtime critic of President Yoweri Kaguta Museveni, has repeatedly accused state institutions of targeting him because of his political activities. His legal team contends that public statements made by senior government and military officials can have serious implications for his safety and constitutional rights.
Gen. Muhoozi, who also serves as Uganda’s top military officer, has become a prominent figure in national politics in recent years through his frequent social media commentary on political, security and regional issues.
Legal observers say the case could have implications for how courts interpret the boundaries between personal expression and official responsibility, particularly for senior public officials whose statements carry significant influence.
The matter is expected to return to court after Gen. Muhoozi files his response, paving the way for further hearings on the substantive issues raised in the petition.
