Chief of Defence Forces Gen. Muhoozi Kainerugaba has announced the arrest of a man he accuses of killing and cannibalising 38 people in several districts in western Uganda over a 15-year period.
In a post on X, Gen. Muhoozi identified the suspect as Mujurizi Moses and linked him to alleged killings in Masaka, Ibanda and Kazo districts between 2010 and 2025.
The army chief shared images of the suspect in custody and vowed tough action against people accused of committing violent crimes.
“This is the face of a serial killer when he arrives in the basement. I have advise for killers in Uganda. We are coming for you,” Gen. Muhoozi posted.
However, details supporting the allegation that the suspect killed 38 people, including the identities of the alleged victims and the circumstances of their deaths, were not provided in the post.
The claims had also not been independently verified, and it was unclear whether investigators had formally linked the suspect to all the alleged killings or whether charges had been filed in court.
Earlier reports concerning suspected serial killings in parts of western Uganda had mentioned names including Fred Mujulizi and Kulaish Kamugisha, with allegations linking a suspect to at least 20 deaths. It remains unclear whether those names refer to the same person identified by Gen. Muhoozi as Mujurizi Moses.
The announcement has drawn public attention to a series of alleged killings in the region, although the full number of victims and the evidence connecting the suspect to the cases remain to be established through investigations and court proceedings.
Gen. Muhoozi’s remarks also included a threat of severe punishment for people accused of murder. Any criminal liability, however, would have to be determined through the applicable legal process.
The suspect’s arrest marks a development in the reported cases, but police and other investigating authorities have yet to publicly provide a detailed account of the evidence supporting the allegations in the information available.
