The National Environment Management Authority (NEMA) has arrested a suspected serial fraudster accused of forging critical environmental compliance documents in Western Uganda.
According to a statement shared on March 24, 2026, the suspect—identified as Owomugisha M.—was apprehended during an intelligence-led operation conducted on March 23 in Mbarara City. The operation was carried out by a joint enforcement team from NEMA’s Environmental Protection Force (EPF) and Environmental Protection Police Unit (EPPU) based at the South Western Uganda Mbarara Field Office.
Preliminary investigations indicate that Owomugisha, working with accomplices still on the run, allegedly forged Environmental and Social Impact Assessment (ESIA) certificates for fuel station projects in two locations: Bikurungu in Rukungiri District and Mahyoro in Kitagwenda District.
NEMA emphasized that ESIA certificates are mandatory documents designed to ensure that development projects comply with environmental and social safety standards before implementation. Forging such certificates, the authority warned, undermines regulatory oversight and poses significant risks to communities and ecosystems.
The suspect is expected to be arraigned in court for hearing.
