WAKISO – The Uganda Police Force has arrested a 39-year-old boda boda rider following a disturbing incident of alleged aggravated defilement involving an 8-year-old girl in Mabombwe Village, Wakiso District.
Police identified the suspect as Ssebagala Moses, a resident of Mabombwe Village and a motorcycle taxi operator in the area. He was arrested after a video circulated on social media allegedly showing him committing the offence.
According to police statements shared by spokesperson ACP Rachael Kawala, the incident is said to have occurred on April 16, 2026, when the victim was outside with her sister. The suspect allegedly approached the children, gave them a mobile phone to watch cartoons, and later placed the victim on his lap where the offence is said to have taken place.
Police confirmed that the suspect is currently in custody as investigations continue, and he is expected to be charged and produced before court at the earliest opportunity.
Security agencies strongly condemned the act, describing it as a serious violation of child protection laws. Authorities also urged parents and guardians to remain vigilant and closely supervise children, particularly in public spaces.

The case has drawn widespread public attention following its circulation on social media, prompting swift action by law enforcement and other security agencies.
Minister of State for Youth and Children Affairs Balaam Barugahara Ateenyi also reacted to the incident, condemning the alleged crime and commending the rapid response by investigative agencies. He praised the efforts of the Directorate of Criminal Investigations (CID), Crime Intelligence, and Military Intelligence teams for what he described as coordinated action leading to the suspect’s arrest.
Barugahara said the case should serve as a reminder of the collective responsibility to protect children from abuse and ensure perpetrators face justice.
Police reiterated their commitment to thoroughly investigating the matter and ensuring accountability, noting that no form of child abuse will be tolerated in the country.
