Kapchorwa SACCO officials charged over theft of PDM Funds

The State House Anti-Corruption Unit has arraigned two officials of Tegeres West Division SACCO in Kapchorwa District over the alleged theft of money meant for beneficiaries of the Parish Development Model (PDM).

The suspects, identified as Siwa Moses, the SACCO chairperson, and Sorowon Sam Kwurus, the secretary, appeared before the Kapchorwa Chief Magistrate’s Court on charges of theft and conspiracy to defraud.

According to the Anti-Corruption Unit, the accused were jointly charged following investigations conducted in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.

In a statement released on Friday, the Anti-Corruption Unit alleged that the two officials, together with others still at large, conspired to steal funds from several beneficiaries of the government’s Parish Development Model programme.

“Between September and October 2025, the duo, along with others still at large, allegedly conspired and stole money from several beneficiaries of the Parish Development Model (PDM) in the Tegeres West Division SACCO in Kapchorwa District,” the statement said.

The court remanded the suspects until May 14, 2026, pending further proceedings.

The Parish Development Model is a flagship government programme aimed at boosting household incomes and transitioning subsistence households into the money economy through parish-based financing and community empowerment initiatives.

However, the programme has faced recurring allegations of mismanagement, fraud, and diversion of funds in several districts across the country, prompting intensified investigations by anti-corruption agencies.

Authorities say investigations into the Kapchorwa case are ongoing, with efforts underway to trace and apprehend other suspects allegedly involved in the scheme.
