Former Kamuli district engineer remanded over shs600m embezzlement

KAMPALA — The former District Engineer of Kamuli District Local Government has been remanded to prison after appearing before the Anti-Corruption Court on charges of abuse of office and causing financial loss in connection with the alleged embezzlement of more than UGX600 million earmarked for road rehabilitation works.

The State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, on Thursday arraigned Mufumba Daniel before the Anti-Corruption Court.

According to investigators, Mufumba had been on the run before his arrest and now joins his co-accused, Mukiibi Nasser and Kifuuse Alex, who were previously charged in the same case.

Investigations allege that between May and June 2025, the three officials, while serving as District Engineer, Chief Administrative Officer, and Chief Finance Officer respectively, abused their offices by irregularly processing and approving payments exceeding UGX600 million from the Road Rehabilitation and Maintenance Fund.

Prosecutors allege that the funds were paid to various suppliers, including Raven Knights Ltd and TotalEnergies Marketing Uganda, purportedly for supplies related to the rehabilitation of the Nawanyago–Kisozi Road.

The alleged payments covered fuel, construction materials, diversion and traffic control signs, allowances, and other items intended for the road rehabilitation project.

Investigators further allege that Mufumba fraudulently paid himself part of the money by posing as one of the suppliers involved in the project.

The prosecution contends that the actions caused financial loss to Kamuli District Local Government and were prejudicial to the interests of the district.

Following his appearance in court, Mufumba was remanded and is expected to reappear before the Anti-Corruption Court on July 10, 2026, as investigations and prosecution of the case continue.

The case is part of an ongoing crackdown by the State House Anti-Corruption Unit and other government agencies on the alleged misuse of public funds in local governments, particularly resources allocated for infrastructure development and service delivery.
