Cairo, Egypt — The Confédération Africaine de Football (CAF) Disciplinary Board has imposed a series of sanctions on the Fédération Sénégalaise de Football (FSF), the Fédération Royale Marocaine de Football (FRMF), as well as several players and officials, following incidents that occurred during the TotalEnergies CAF Africa Cup of Nations (AFCON) Morocco 2025 Final.

In a statement issued after reviewing reports from match officials and disciplinary bodies, CAF said the conduct witnessed during and after the final violated multiple provisions of the CAF Disciplinary Code, particularly those relating to fair play, integrity, and respect for match officials.

Sanctions Against Senegal

The CAF Disciplinary Board handed down heavy penalties against the Senegalese camp, citing unsporting conduct by players, officials, and supporters.

Senegal national team head coach Pape Bouna Thiaw was suspended for five official CAF matches for unsporting conduct that brought the game into disrepute. He was also fined USD 100,000.

Two Senegalese players were also sanctioned:

Iliman Cheikh Baroy Ndiaye received a two-match suspension for unsporting behaviour towards the referee.

Ismaila Sarr was equally suspended for two official CAF matches for similar misconduct towards match officials.

CAF further fined the Fédération Sénégalaise de Football USD 300,000 for the improper conduct of its supporters, which the disciplinary body said brought the game into disrepute.

An additional USD 300,000 fine was imposed on FSF for the unsporting behaviour of its players and technical staff, citing violations of principles of fair play, loyalty, and integrity.

The Senegal federation was also fined USD 15,000 after five of its players received cautions during the final.

Sanctions Against Morocco

The CAF Disciplinary Board also sanctioned the Fédération Royale Marocaine de Football (FRMF) and members of the Moroccan national team.

Morocco defender Achraf Hakimi was suspended for two official CAF matches, with one match suspended for a probationary period of one year, for unsporting behaviour.

Midfielder Ismaël Saibari received a three-match suspension and was fined USD 100,000 for unsporting conduct.

The Moroccan federation was fined USD 200,000 for the inappropriate behaviour of ball boys during the final.

CAF also imposed a USD 100,000 fine on FRMF for the improper conduct of players and technical staff who invaded the VAR review area and obstructed the referee’s work, in violation of Articles 82 and 83 of the CAF Disciplinary Code.

In addition, FRMF was fined USD 15,000 for the use of lasers by supporters inside the stadium.

Morocco’s Protest Rejected

CAF further confirmed that it had rejected a protest lodged by the Fédération Royale Marocaine de Football, which alleged that the Senegalese federation violated Articles 82 and 84 of the AFCON Regulations during the final.

The Disciplinary Board ruled that the protest lacked sufficient grounds and dismissed it in its entirety.

The sanctions bring to a close CAF’s disciplinary process related to the AFCON 2025 final, with the governing body reiterating its commitment to upholding discipline, respect for match officials, and the integrity of African football competitions.
