Bulambuli officials charged for abuse of office and financial loss

Kampala, Uganda | July 18, 2026 — The Anti-Corruption Court has remanded two Bulambuli District officials on charges of abuse of office, causing financial loss and neglect of duty over separate projects that allegedly resulted in the loss of public funds.

The accused are Eng. Walimbwa Paul, the Bulambuli District Engineer, and Dr. Mulongo Muhamed Richard, the District Health Officer.

According to the State House Anti-Corruption Unit, the two officials were jointly arraigned by the Unit, the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP). They were remanded until August 3, 2026.

District Engineer Faces Procurement-Related Charges

Prosecutors allege that Eng. Walimbwa, while serving as District Engineer during the 2021/2022 financial year, abused his office by authorising the supply of door frames and window casements in quantities exceeding those required for the construction of the Bulambuli District Administration Block.

Investigators further allege that he bypassed established procurement procedures and failed to obtain the necessary approvals, resulting in a financial loss to the government of more than Shs20 million.

The allegations have not yet been tested in court, and Eng. Walimbwa is presumed innocent unless proven guilty.

The State House Anti-Corruption Unit also disclosed that the district engineer is under separate investigation over the alleged misappropriation of Shs1 billion allocated to the Kimulu–Tunyi Road project in Bulambuli District.

According to the Unit, preliminary findings from the Ministry of Works and Transport’s Mbale Regional Materials Laboratory indicate that garden soil was allegedly used instead of the approved gravel and murram during the road’s construction.

Investigations into the road project are ongoing.

Health Officer Charged Over Health Centre Pit Latrine Project

Dr. Mulongo has been charged with abuse of office, causing financial loss and negligence in connection with the construction of a pit latrine at Muyembe Health Centre IV.

According to investigators, while serving as Senior Medical Officer In-Charge during the 2021/2022 financial year, Dr. Mulongo allegedly supervised the construction of the facility in contravention of approved standards and procedures for health infrastructure.

The prosecution further alleges that he requisitioned Shs7 million for the project despite the works failing to meet the required standards.

Investigators contend that the pit latrine has never been operational since its completion, resulting in the loss of public funds intended to improve healthcare service delivery.

The allegations remain before court and have not been proven.

Anti-Corruption Campaign

The State House Anti-Corruption Unit said the arrests form part of the ongoing nationwide #ExposeTheCorrupt campaign targeting alleged corruption in local governments.

The initiative, which began in Eastern Uganda, is being implemented by the State House Anti-Corruption Unit in collaboration with investigative and prosecutorial agencies, alongside the Ministry of Local Government.

The campaign seeks to investigate and prosecute alleged cases of abuse of office, mismanagement of public resources and corruption in local government institutions.

The Anti-Corruption Court will hear the case when the accused return on August 3, 2026.
