KYANKWANZI — President Yoweri Kaguta Museveni has directed Chief Administrative Officers (CAOs) to share all district communications and financial resources with Members of Parliament and Local Council Five (LCV) chairpersons, in a move aimed at improving transparency and coordination at the local government level.
The directive was issued during the sixth day of the National Resistance Movement (NRM) leaders’ retreat at the National Leadership Institute, where government officials have been meeting from April 7 to 15 to discuss ideological alignment, discipline, and strategies for socio-economic transformation.
“I directed the Chief Administrative Officers that all communication and resources sent to districts, including programmes such as Parish Development Model (PDM) funds, must be shared with Members of Parliament and LCV Chairpersons for transparency and coordination,” President Museveni said.
The President emphasized that better information flow among leaders would strengthen service delivery and reduce duplication of efforts in implementing government programmes, particularly those targeting wealth creation.
The retreat has placed significant focus on the Parish Development Model, a flagship initiative designed to move households from subsistence to the money economy. Museveni noted that while the programme provides seed capital, some sectors require more structured state intervention.
“I also informed the leaders that Government will soon roll out a nationwide fish farming programme, especially in wetlands, because fish farming requires machinery and deliberate state support beyond the Shs 1 million under PDM,” he said.
According to the President, the fish farming initiative is expected to expand income-generating opportunities, particularly in rural communities with access to wetlands, while contributing to food security and exports.
In addition, Museveni revealed plans to establish a military barracks in Bulambuli District, near Kween, describing it as a long-standing proposal intended to enhance security and spur local economic activity.
“We are also planning to establish a military barracks in Bulambuli near Kween, and ensure that all government land is utilised productively, including planting seedlings to support agricultural growth,” he added.
Leaders attending the retreat welcomed the directives, noting that improved coordination between technical and political leaders would enhance accountability and accelerate the implementation of government programmes.
The ongoing retreat continues to highlight practical governance approaches, with a strong emphasis on job creation, agricultural commercialisation, and efficient utilisation of public resources.
