The Electoral Commission of Uganda has appointed Richard Baabo Kamugisha as the new Secretary to the Commission, effective March 4, 2026.
Kamugisha had been serving in an acting capacity since late 2024 following the departure of the former Secretary.
In a statement issued by the Commission, officials confirmed the appointment, noting that Kamugisha brings more than two decades of experience in election management.
“Mr Richard Baabo Kamugisha has been acting Secretary to the Commission since late 2024, when the former Secretary left the institution,” the Commission said.
As Secretary to the Commission, Kamugisha will also serve as the Accounting Officer and head of the institution’s technical wing responsible for management and operations.
The Commission described him as “a very experienced and distinguished election management expert” who has served the institution since 1999.
Over the years, Kamugisha has risen through the ranks, serving as a District Registrar and District Returning Officer, Head of the Field Operations Department, and later Director of Operations.
According to the Electoral Commission Act (Uganda), the Secretary to the Commission serves a five-year term, which is renewable once.
