Police explain clashes with Bobi Wine in the east

The Uganda Police Force has issued a detailed statement explaining incidents that occurred during campaign activities involving the National Unity Platform (NUP) presidential candidate, Hon. Robert Kyagulanyi, in Katakwi and Kapelebyong districts on Tuesday, December 17, 2025.

According to police, Hon. Kyagulanyi was scheduled to conduct campaign rallies in Katakwi District at Toroma Primary School and Toroma Town Council, Ocorimongin Primary School in Katakwi Town Council, and Usuk Sub-county. Additional rallies had been agreed upon in Kapelebyong District at Kapelebyong Primary School, and in Amuria District at Amuria Secondary School and Orungo Town Council playgrounds.

Police stated that the candidate arrived from Kumi via the Gweri–Toroma Road en route to Toroma Primary School, his first designated venue. However, along the way, he allegedly made two unauthorized stopovers at Gweri Trading Centre and Omasitei Trading Centre in Soroti District, which were not part of the approved campaign itinerary.

Upon reaching Toroma Town Council at about 1:40pm, police say Hon. Kyagulanyi did not proceed to the agreed venue but instead addressed members of the public along the roadside, contrary to the approved campaign plan.

He later moved towards Katakwi Town Council for his second scheduled rally. However, police report that upon reaching the Moroto–Soroti Road junction, the candidate declined to proceed to Ocorimongin Primary School, the agreed venue, leading to a standoff with security personnel that lasted more than 30 minutes and disrupted the campaign schedule.

Following the standoff, police say the candidate was advised and guided to proceed to Kapelebyong District for his next rally. Hon. Kyagulanyi reportedly arrived at Kapelebyong Primary School at around 5:00pm, with the rally ending at approximately 5:50pm.

Due to time constraints, police noted that the candidate did not proceed to Amuria District to conduct the previously scheduled rallies. By the time activities in Kapelebyong concluded, it was past 6:00pm, which police said was beyond the authorized campaign time.

After the Kapelebyong rally, police guided the candidate to use the Kapelebyong–Apedur Road. Upon reaching the Acowa–Amuria Road, security personnel advised him to take the Acowa–Akotomit–Abarirelela–Wera Town–Soroti Road, citing safety and compliance considerations.

Police reported that the candidate declined the advised route and instead stopped his vehicle, leading to further engagement with security officers.

The Uganda Police Force said it remains committed to ensuring public order and the safety of all candidates and citizens during the ongoing campaign period, while urging political actors to adhere to agreed campaign schedules and lawful directives issued by security agencies.
