Veteran journalist Andrew Mwenda says President Yoweri Kaguta Museveni has removed Stephen Nuwagaba from State House Nakasero following an investigation that allegedly found he had misrepresented his professional background and claims of torture.
In a post on X on Saturday, October 10, 2026, Mwenda said the investigation, led by the Chieftaincy of Defence Intelligence and Security (CDIS), established that Nuwagaba was neither a cybersecurity expert nor a victim of torture, as he had reportedly claimed.
Mwenda alleged that Nuwagaba had used false information and fabricated accounts to extort people and cause confusion within State House and the Special Forces Command (SFC).
He said the President had also withdrawn security arrangements and equipment previously assigned to Nuwagaba, including two presidential vehicles, SFC guards, a pistol and a rifle.
“The CDIS investigation confirmed all the details The Independent newspaper had written about Nuwagaba,” Mwenda said.
He added that Museveni was shocked by the findings and thanked the President for what he described as a decisive step, as well as for personally contacting him to discuss the matter.
Mwenda further claimed that Nuwagaba’s allegations had contributed to the dismissal of several State House and SFC officers whom he described as loyal and diligent.
He appealed to Museveni to reconsider their cases and reinstate those who had been dismissed.
The journalist also called for the release of Capt. Amis Ainebyona, whom he said had been detained for more than two years over allegations of torturing Nuwagaba.
“I also appeal to the president to cause the release of Capt Amis Ainebyona who has been in jail for more than two years on false allegations of torturing Nuwagaba,” Mwenda wrote.
The claims follow earlier reporting by The Independent newspaper concerning Nuwagaba and his alleged activities.
However, the allegations against Nuwagaba, the reported findings of the intelligence investigation and the claimed presidential decision have not been independently verified. No official statement from State House confirming the reported removal was provided in Mwenda’s post.
Nuwagaba’s response to the latest allegations was not included in the information available at the time of publication.
