MP Persis Namuganza joins Speaker race

KAMPALA — Persis Namuganza, the Member of Parliament elect for Bukono County in Namutumba District, has formally declared her intention to run for Speaker of Uganda’s 12th Parliament, setting up a high-stakes leadership contest ahead of the legislature’s inauguration.

Namuganza, who currently serves as State Minister for Lands, Housing and Urban Development, said her decision is grounded in conviction and a commitment to uphold transparency, strict adherence to parliamentary rules, and inclusive leadership across the House.

“I humbly express my interest in serving as Speaker of Parliament,” she said in a statement outlining her vision for strengthening governance and amplifying diverse voices within Parliament.

Her declaration adds a new dimension to the race for the Speakership, which is shaping up to be a competitive contest as the 12th Parliament prepares to convene following the January 15, 2026 general elections.

Incumbent Rt. Hon. Anita Annet Among, who served as Speaker of the outgoing Parliament, has been endorsed by the ruling National Resistance Movement (NRM) Central Executive Committee to retain the position in the new term, backed by the party’s majority strength in the legislature.

Namuganza’s entry into the Speaker race comes amid intensified competition, with other contenders also positioning themselves for leadership roles in the chamber. Her supporters say her experience in parliamentary affairs and outspoken stance on governance matters could appeal to MPs seeking institutional reform and procedural integrity.

Observers note that the Speakership election — determined by a vote of Members of Parliament — will likely reflect broader political alliances and negotiations as the 12th Parliament takes shape.
