Ex-Lira land official charged over fraudulent acquisition of gov’t land

A former member of the Lira District Land Board has been charged with fraudulently procuring a land title and forgery in connection with the alleged acquisition of government land.

Ameny Thomas Max was arraigned before the Grade One Magistrates Court in Lira District on Thursday by the State House Anti-Corruption Unit, working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

He was remanded in custody until August 13, 2026.

According to the Anti-Corruption Unit, the charges stem from events between 2019 and 2020 in Lira District, when Ameny allegedly used his position as a member of the District Land Board and former district speaker to facilitate the fraudulent acquisition of government land.

Prosecutors allege that Ameny, together with others who are still at large, forged a land application form seeking conversion of land from customary tenure to freehold tenure.

The prosecution further alleges that he made false statements in the application, claiming that his wife, Edwe Dorcus Rita, was the customary owner of part of the government-owned land at Ireda Estate in Lira.

The alleged scheme resulted in Edwe being registered as the proprietor of a freehold certificate of title for Plot 2, Abosolom Oteng Road, Ireda Estate, Lira, according to the Anti-Corruption Unit.

The charges include fraudulent procurement of a certificate of title and forgery.

The prosecution alleges that the actions were carried out with intent to defraud and involved the use of Ameny’s position on the District Land Board.

Ameny appeared in court as investigators continue pursuing other individuals allegedly involved in the transaction.

The Anti-Corruption Unit said the case is part of ongoing efforts to recover and protect government land from fraudulent acquisition.

The accused remains presumed innocent until proven guilty by a competent court.
