Kisoro — President Yoweri Kaguta Museveni, the National Resistance Movement (NRM) national chairman and presidential flag bearer for the 2026 elections, launched his major Western Uganda campaign trail on Monday, November 24, 2025, with a spirited appeal to supporters in Kisoro District.
Consolidating Peace and Development
The President’s address was underpinned by the campaign theme: “Protecting the Gains as We Make a Qualitative Leap into a High Middle-income Status.”
He argued that the NRM is essential for the country’s next phase, citing the party’s proven track record in solving chronic national issues, such as past shortages in essential goods like sugar and cement.
Museveni highlighted the NRM’s seven major contributions, beginning with peace, which he called “the foundation of all progress.” He thanked the Kisoro crowd for their support in securing the once-volatile border region.
He then pointed to development, citing immense improvements across transport, electricity, communication, and education. He specifically referenced the upgraded Kampala-Mbarara-Kisoro road network and promised the completion of the Kabale–Kisoro–Mgahinga National Park road and the Kisoro–Muko–Rukiri–Katoojo route.
Addressing Education Disparities
While acknowledging the significant expansion of the education sector in Kisoro, the President raised a concern about the unequal distribution of schools. He noted that while some parishes have multiple government primary schools, 26 out of 71 parishes lack any, and 10 out of 24 sub-counties still lack a government secondary school.
He vowed to rectify this disparity, stating clearly, “Government schools should be distributed fairly.”
Wealth Creation: “The Road Will Find You”
President Museveni used the platform to reiterate his long-standing message, distinguishing between government development (like roads) and crucial household wealth creation.
He illustrated his point with success stories, such as George Matongo, a farmer who earns Shs 21 million monthly from milk production despite living far from a tarmac road.
He stated that “Development may still be lacking, but wealth is there,” adding: “That is why we tell you to create wealth, and the tarmac road will find you.”
He revisited the Four-Acre Model, urging smallholder farmers to adopt high-value enterprises like coffee, fruits, dairy, and backyard enterprises.
He cited poultry farmer Joseph Basangwa, who earns Shs 7.2 billion annually, as a powerful example of wealth creation resulting from adopting the NRM’s message. Museveni stressed that jobs originate from four key sectors: commercial agriculture, industry, services, and ICT.
NRM Leadership Voices Support
The President was joined by a strong NRM delegation. Speaker of Parliament, Rt. Hon. Annet Anita Among, promised “100% support” from the region, expressing gratitude for the development and peace achieved.
Deputy Speaker Rt. Hon. Thomas Tayebwa and NRM Vice Chairperson for Western Uganda, Hon. Asiimwe Jonard, also urged unity, declaring the region a “firm NRM stronghold.”
The rally, which drew NRM heavyweights like Gen. Kale Kayihura and prominent personalities, underscored the party’s appeal for stability and continuity to secure a prosperous future.
