Kampala — The Anti-Corruption Court has remanded Ambassador Kiguli Herbert, Uganda’s Consul General in Mombasa, Kenya, to Luzira Prison over allegations of causing a financial loss of UGX 494,097,270 to the Government of Uganda and abuse of office.
Ambassador Kiguli, 59, appeared before Principal Magistrate His Worship Christopher Opit, where the charges were read and explained to him. He pleaded not guilty to the counts. The court has slated October 7, 2026, at midday for the hearing of his bail application, during which he will remain remanded.
Requisitions and COVID-19 Restrictions
According to prosecution led by the Inspectorate of Government (IG)—represented by Principal Inspectorate Officer Mr. William Moses Ntumwa, alongside Inspectorate Officers Ms. Milly Namuwanga and Ms. Jennifer Katusiime—the offense dates back to November 9 and 10, 2020.
At the time, Ambassador Kiguli was serving as the Commissioner for Human Resource Management at the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) in Entebbe. He is accused of originating and signing five requisitions totaling UGX 614,768,000 on behalf of the Principal of Bukalasa Agricultural College, which prosecutors state resulted in the multi-million shilling financial loss to the government.
Investigations by the Inspectorate reveal that the funds were neither budgeted for nor expected by the college, and there was no valid Memorandum of Understanding governing the financial relationship between MAAIF and Bukalasa at the time. Furthermore, the money had been designated for various MAAIF activities that ultimately could not proceed due to COVID-19 containment restrictions.
Following the proceedings, the Inspectorate of Government reiterated its strict stance on safeguarding public resources, calling upon all public officers to adhere closely to financial regulations while executing their official duties.
