Parliament, army, police seek billions for salaries and cars

Key government agencies, including the Uganda Police Force (UPF), Uganda People’s Defence Forces (UPDF), the Ministry of East African Affairs, and Parliament, have requested additional funding totalling hundreds of billions of shillings in the 2026/27 National Budget Framework Paper, presented to the Budget Committee by Remigio Achia, Vice Chairperson of the Committee.

The UPF is seeking UGX 28.016 billion to cover salaries for the 10,000 officers recruited last year. The planned wage bill for the Police for the next financial year is UGX 522.481 billion, covering the current staff of the force.

The UPDF has requested an additional UGX 112.2 billion for the purchase and provision of food, catering to existing personnel and newly recruited forces.

The Ministry of East African Affairs is seeking UGX 1.2 billion to enhance public awareness of the East African Community (EAC), and an additional UGX 3.1 billion to purchase vehicles and ICT equipment.

In a bid to boost the tourism sector, Parliament’s Budget Committee proposed a 5% levy on all international tourism tickets, with proceeds earmarked for tourism diversification.

Parliament itself is requesting an additional UGX 91.5 billion to fund several retooling projects, including the ongoing construction of the New Chamber and the planned office block along Parliament Avenue, after taking possession of land currently occupied by the Ministry of Lands and Uganda Prisons Services headquarters.

Legislators also approved additional medical insurance funding of UGX 5.636 billion for MPs, citing rising healthcare costs, inflation, and higher utilisation of specialised and overseas medical services. Achia noted, “Members of Parliament are required to travel extensively across constituencies and the country to engage constituents, monitor government programs, and participate in Parliamentary activities.”

Furthermore, Parliament seeks UGX 166.8 billion to purchase vehicles for 529 MPs to enhance mobility and service delivery, and an overall UGX 263.937 billion to cover vehicles, extra office space, and insurance for lawmakers’ children, parents, and spouses.

The budget requests underscore Parliament and key government institutions’ plans to address operational inefficiencies, personnel welfare, infrastructure development, and strategic sectoral improvements for the 2026/27 financial year.
