KAMPALA — President Yoweri Kaguta Museveni has unveiled Uganda’s new Cabinet for the 2026–2031 term, retaining several senior figures in strategic ministries while introducing adjustments aimed at steering the country’s governance and economic agenda over the next five years.
The appointments, announced under Articles 108(1) and (2), 108A(1), 111(1), 113(1), and 114(1) of the 1995 Constitution, signal continuity in the core leadership of government, particularly in security, finance, agriculture, education, and infrastructure.
President Museveni retained Jessica Alupo as Vice President and Robinah Nabbanja as Prime Minister and Leader of Government Business in Parliament.
The deputy prime minister positions were also maintained, with Rebecca Kadaga, Crispus Kiyonga, and Lukia Nakadama keeping their positions.
In the education sector, First Lady Janet Kataaha Museveni retained the Education and Sports docket, while Kiryowa Kiwanuka remained in charge of Defence and Veterans Affairs.
The influential Ministry of Finance, Planning and Economic Development will continue under Henry Musasizi, while Uganda’s foreign affairs portfolio was handed to Adonia Ayebare.
In the health sector, Chris Baryomunsi retained the docket, while Frank Tumwebaze remained at Agriculture, Animal Industry and Fisheries.
The energy ministry will now be headed by Monica Musenero, while businessman Sanjay Tanna was appointed Minister for Trade, Industry and Cooperatives.
Other notable appointments include Fred Byamukama at Works and Transport, Kahinda Otafiire at Water and Environment, and Norbert Mao retaining the Justice and Constitutional Affairs portfolio.
In a surprise development, Balaam Barugahara was appointed Minister for Local Government, while Ephraim Kamuntu took over Internal Affairs.
The Ministry for Kampala Capital City and Metropolitan Affairs remained under Minsa Kabanda, while Jane Ruth Aceng was named Minister for Information, Communications Technology and National Guidance.
At the Office of the President, veteran politician Hillary Onek was assigned General Duties, while Jim Muhwezi retained the Security docket.
President Museveni also appointed Eng. Jonard Asiimwe as Minister for Science, Technology and Innovation, while Justine Kasule Lumumba remained Government Chief Whip.
The Office of the Prime Minister retained several regional affairs ministers, including Lillian Aber, Beatrice Akello, Anyakun Esther Davinia, Alice Kaboyo, Grace Mary Mugasa, and Dr Ongalo-Obote.
Several state minister positions also saw continuity and new assignments. Sidronius Opolot Okasai retained the Energy docket, while Phiona Nyamutoro took charge of Minerals.
In education, Dr John Muyingo remained in Higher Education, while Phyllis Chemutai was appointed to Primary Education.
Peter Ogwang retained the Sports docket, while Cissy Mulondo and Amos Lugoloobi were assigned finance-related portfolios.
Other appointments include Shartsi Musherure, Joyce Ssebugwawo, Dr Lawrence Muganga, and Persis Namuganza.
The new Cabinet is expected to spearhead the implementation of the government’s development agenda, focusing on industrialisation, infrastructure expansion, regional integration, digital transformation, and job creation.
Political analysts say the composition of the Cabinet reflects President Museveni’s preference for continuity in strategic sectors while gradually introducing new actors into government leadership ahead of an increasingly competitive political and economic landscape.
