Lady Justice Naluzze Aisha Batala has officially assumed leadership of Uganda’s Inspectorate of Government (IG), delivering her inaugural address to staff on Monday, emphasising integrity, professionalism, and teamwork as the cornerstones of her tenure.
In her address, Justice Naluzze expressed gratitude to President Yoweri Museveni for appointing her to the role and acknowledged the mentorship and support of her colleagues in the judiciary and the Office of the Director of Public Prosecutions.
“I thank H.E. President Museveni for entrusting me with the leadership of this noble institution. I am equally grateful to my former colleagues whose guidance has shaped my professional journey,” she said.
She also recognised the efforts of her predecessor, Hon. Beti Kamya-Turwomwe, and the institution’s deputies, Dr Irene Okiria and Anne Twino, congratulating the latter two on their reappointments. “Their dedication has propelled the Inspectorate forward, and I look forward to building on this strong foundation,” Justice Naluzze noted.
Highlighting her leadership principles, the IGG stressed that her administration would be anchored on integrity, professionalism, and teamwork. “There is no way we can move forward as an institution if we do not uphold these principles,” she said, urging staff to embody the values they promote.
She emphasised that the fight against corruption must start within the IG itself: “Live by example and do not engage in corruption.”
Justice Naluzze outlined her strategy to tackle corruption, stressing the importance of staying ahead of evolving tactics by offenders. “As the corrupt devise new tactics, we must be at the top of our game and expose them. My focus will be on prosecutions… because I know this will inflict more pain on the corrupt,” she said.
She also introduced the Inspectorate’s newly developed Five-Year Strategic Plan (FY2025/26–2029/30), describing it as transformative for promoting transparency, accountability, and public trust. “This plan is not merely a roadmap. It is a renewed commitment to act boldly, impartially, and decisively in the fight against corruption. I urge every staff member to align their work to this strategic agenda,” she stated.
Acknowledging funding constraints, Justice Naluzze called for innovation and efficiency in executing duties. “We need to stretch the shilling and be more innovative in the execution of our duties,” she urged, emphasising prudent use of resources.
The IGG also pledged to strengthen partnerships and mobilise additional support from development partners to enhance the Inspectorate’s effectiveness. She revealed that several structural adjustments will be introduced in the coming weeks, encouraging staff to embrace these changes as part of continuous institutional improvement.
Closing her remarks, Justice Naluzze underscored teamwork as essential to achieving the IG’s mandate. “We shall achieve a lot more when we work together as a team,” she said, rallying staff to commit to a culture of integrity, accountability, and decisive action.
