Entebbe Emyooga SACCO officials remanded over shs100m theft

ENTEBBE — Two officials of Emyooga Savings and Credit Cooperative Organisations (SACCOs) have been remanded after appearing before the Entebbe Chief Magistrate’s Court on charges of allegedly stealing more than UGX100 million intended to benefit members of government-backed Emyooga SACCOs.

The suspects, Magombe Fred and Ecrus Zziwa Moses, were arraigned by the State House Anti-Corruption Unit in collaboration with the Uganda Police Force and the **Office of the Director of Public Prosecutions>.

The two were charged with theft involving Emyooga funds and remanded to prison until July 27, 2026.

According to investigators, the suspects are accused of mismanaging and stealing more than UGX100 million that had been disbursed to support members of Emyooga SACCOs in Entebbe Municipality.

Investigations indicate that between 2020 and 2025, the accused, together with other suspects still at large, allegedly diverted and mismanaged funds earmarked for several Emyooga SACCOs, including the Veterans, Welders, Tailors, and Boda Boda SACCOs.

Prosecutors allege that the diversion of the funds denied intended beneficiaries access to government seed capital designed to improve household incomes and expand small businesses.

The investigation was launched following a presidential directive instructing the State House Anti-Corruption Unit to probe allegations of mismanagement involving more than UGX1 billion disbursed to Emyooga SACCOs in Entebbe Municipality.

The Emyooga Programme, launched by the government as a presidential wealth and job creation initiative, provides seed capital to organised enterprise groups and skilled workers through SACCOs to promote entrepreneurship, employment, and financial inclusion.

The State House Anti-Corruption Unit said investigations are ongoing and warned that additional arrests are expected as detectives continue pursuing other suspects linked to the alleged fraud.

Authorities also said efforts are underway, in collaboration with Entebbe Police, to trace and recover the misappropriated public funds. The case adds to a growing number of prosecutions involving alleged abuse of Emyooga funds as government intensifies efforts to safeguard public resources intended for community economic empowerment programmes.
