Hon. Balaam Barugahara, Minister of State for Youth and Children Affairs, has commended the Electoral Commission and its chair, Justice Simon Byabakama, for what he described as one of the most transparent, peaceful, and credible elections in Uganda’s history.

“I commend Justice Byabakama and the commission for organizing one of the most transparent, peaceful and credible elections; it ranks among the best-organized in Africa,” Barugahara said in a series of statements on social media.

The minister noted that the Western region had experienced a largely peaceful electoral process, with early winners celebrating their victories. However, he emphasized that public attention remains focused on the presidential election results.

Barugahara also addressed concerns over a temporary internet shutdown, explaining that the disruption was due to an external incident. “The latest I’m getting from my friends in Mombasa is that a ship was passing by and cut the internet cables,” he said, downplaying fears of political interference.

In addition, the minister praised the role of the defence and security forces in safeguarding the elections. “Heartfelt congratulations, Mr. President-elect His Excellency Kaguta Museveni, on this achievement. To our brothers and sisters in the defence and security forces, led by the CDF General Muhoozi Kainerugaba, thank you for keeping our country safe during this sensitive election period,” Barugahara wrote.

He further acknowledged President Museveni’s leadership and the role of the security apparatus in ensuring a smooth election. “Congratulations to our generational, supreme Chairman and steadfast guardian of democracy General Kainerugaba for successfully securing the Presidential and Parliamentary elections 2026. As our country’s Commander One, this historic effort truly deserves recognition at the highest level, even a Nobel Peace Prize,” he added.

Barugahara, who also serves as Vice Chairman of PLU Western and Managing Director of Baitu Group Ltd, reaffirmed his support for Uganda’s electoral process and encouraged citizens to continue participating peacefully as results were finalized.
