Gulu — Retired Chief Justice Alfonse Chigamoy Owiny-Dollo was honoured in a homecoming ceremony in his Acholi homeland on March 15, 2026, following his retirement on January 18 after a distinguished 40-year judicial career, including five years as Uganda’s Chief Justice.
President Yoweri Kaguta Museveni attended the event in Gulu City, praising Owiny-Dollo for his integrity in public service, his efforts to modernise the judiciary—notably through digitising court records—and his contributions toward reconciliation in Northern Uganda.
Tributes and Achievements
National leaders and local dignitaries joined in celebrating Owiny-Dollo’s career. Former Uganda People’s Congress (UPC) head Olara Otunnu described him as a “son of the soil”, noting his journey from a humble village school in Acholi to the country’s highest judicial office.
President Museveni highlighted Owiny-Dollo’s reforms in the judiciary and encouraged the local community to engage in wealth creation. He emphasized opportunities in intensive agriculture, including coffee, fruit cultivation, poultry, dairy, and fish farming, asserting that even households with small plots of land could generate income.

The homecoming was marked by cultural performances, speeches, and public accolades, reflecting both respect for Owiny-Dollo’s career and the community’s pride in his service.
