The Inspectorate of Government Uganda (IG) has directed Habib Hussein, a former clinical officer attached to Bombo Health Centre III, to refund UGX 81,258,356 that he received in salary while absent from duty.
In a statement issued Tuesday, the Inspectorate said the directive followed investigations by its Mukono Regional Office which found Hussein guilty of irregularly receiving government salary for nearly a decade while working elsewhere.
According to the statement, Hussein accepted responsibility and expressed willingness to return the money.
“Mr. Hussein is supposed to deposit the money into the IG Assets Recovery Account held in the Bank of Uganda. His acceptance to refund the money affirms the IG’s unwavering commitment to thoroughly investigate corruption cases to ensure accountability of public resources,” the statement read.
Investigations established that Hussein was appointed on probation as a clinical officer by the Luwero District Service Commission in June 2006 and later confirmed in service in November 2008.
He was initially posted to Nyimbwa Health Centre IV and later transferred to Bombo Health Centre III.
However, the Inspectorate found that he repeatedly abandoned his duty station.
In August 2010, Hussein secured full-time employment as a clinical officer with AIDS Healthcare Foundation – Uganda Cares, a non-governmental organisation based in Masaka. Despite taking up the new position, he did not formally resign from his government job and continued receiving a salary from Luwero District.
He eventually submitted his resignation in January 2020.
The Inspectorate said that between August 2010 and January 2020, Hussein received a total of UGX 81,258,356 in salary from the district while working full-time for the NGO.
The IG noted that his actions contravened Section F-e, Paragraph 1 of the Uganda Public Service Standing Orders (2010), which governed the conduct of public officers at the time.
Authorities said the directive to refund the funds is part of ongoing efforts by the Inspectorate to recover misused public resources and enforce accountability within the public service.
