IGG orders interdiction of Kalungu CAO, 3 officials

The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has ordered the interdiction of the Chief Administrative Officer (CAO) of Kalungu District Local Government, Ms Rose Nalumansi, and three other senior district officials over alleged gross mismanagement of public funds.

In a directive dated December 19, addressed to the Permanent Secretary, Ministry of Local Government, Mr Ben Kumumanya, the IGG revealed that investigations were launched following a complaint alleging serious financial impropriety by the officials.

The other officials affected by the interdiction include Mr Ismail Twaha Biggwa, the Chief Finance Officer; Ms Sylvia Grace Nakanwagi, the District Education Officer; and Mr James Muhangi, an Assistant Engineer.

According to the Inspectorate of Government, the funds under investigation were allocated for the renovation and construction of 22 primary and secondary schools in Kalungu District, as well as the construction of the district administration block during the Financial Year 2024/2025.

“Investigations so far conducted have revealed irregularities in the procurement process, conflict of interest, and abuse of office by some district officials, leading to shoddy works and financial loss,” the IGG stated.

Lady Justice Naluzze noted that the four officials have been barred from performing their official duties as investigations into the alleged mismanagement of funds continue.

The IGG further cited the legal basis for the directive, referencing Article 230(2) of the Constitution of the Republic of Uganda and Section 13(6) of the Inspectorate of Government Act, which empowers the Inspector General of Government to issue such orders.

“The Inspector General of Government may, during the course of his or her duties or as a consequence of his or her findings, make such orders and give such directions as are necessary and appropriate in the circumstances,” the statement reads.

Investigations into the matter are ongoing.
