The Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, has warned that any individuals intent on disrupting peace, especially during the electoral period, will be dealt with swiftly and decisively in accordance with the law.
Speaking at a pipping ceremony for newly promoted Generals and Senior Officers held at the Ministry of Defence and Veteran Affairs headquarters in Mbuya, Gen. Kainerugaba said security agencies will not tolerate acts aimed at destabilising the country.
“Those who will try to cause trouble, as I have heard some people proclaim, will be dealt with swiftly and decisively with all the tools at our disposal, and in accordance with the law,” Gen. Kainerugaba said.
The CDF urged Ugandans to maintain peace during the election period, encouraging citizens to vote and return home rather than lingering around polling stations.
“We strongly urge all political actors during this electoral season to abide by the Independent Electoral Commission guidelines and cooperate fully with security forces for the safety of all. We appeal to citizens to cast their votes peacefully and go home, not hang around polling stations,” he added.
Addressing the newly decorated officers, Gen. Kainerugaba said their promotions come with heavier responsibilities, noting that leadership at higher ranks demands stronger judgment, integrity and commitment.
“This ceremony is not merely a change of insignia or ranks; it represents more responsibility and heavier tasks,” he said. “Your subordinates will now look up to you for mentorship, wisdom and solutions.”
He explained that the promoted officers have been entrusted with the nation’s confidence and the welfare of soldiers under their command, and must therefore uphold the highest standards of professionalism.
Gen Kainerugaba also called on the Uganda People’s Defence Forces (UPDF) and the wider security apparatus to continue safeguarding Uganda’s hard-won peace, while sustaining contributions to regional and allied missions in line with the Pan-African spirit.
The CDF expressed gratitude to the Commander-in-Chief, President Yoweri Kaguta Museveni, crediting his strategic leadership for shaping the UPDF into a professional force for peace in Uganda, the region and the continent.
On behalf of the promoted officers, Lt. Gen. Jack Bakasumba, the Chief of Joint Staff and the most senior among the newly decorated, thanked the CDF and the Commander-in-Chief for their trust and confidence. “We pledge to uphold the UPDF values of integrity, courage and discipline in the execution of our duties,” Lt. Gen. Bakasumba said, also commending Gen. Kainerugaba for his leadership and mentorship.
The ceremony was attended by senior UPDF officials, including the Commander Land Forces, Lt. Gen. Kayanja Muhanga, Commander of the UPDF Air Force, Lt. Gen. Charles Okidi, and the Undersecretary of the Ministry of Defence and Veteran Affairs, Ms Edith Butuuro.
Among the newly decorated officers were Lieutenant Generals Jack Bakasumba and Francis Okello; Major Generals James Kinaalwa, Deus Sande, Charles Byanyima, William Bainomugisha and Christopher Ddamulira; and Brigadier Generals McDans Kamugira, Fred Zakye and Paddy Ankunda, among others.
