An Assistant Commissioner in the Ministry of Education and Sports, Eng. Asaph T. Abenaitwe, has been charged with abuse of office over the certification of more than Shs614 million in payments for road works in Isingiro District.
Abenaitwe, a former Isingiro District engineer, was arraigned before the Anti-Corruption Court and remanded until October 15, 2026, according to the State House Anti-Corruption Unit.
The unit said Abenaitwe was charged following investigations conducted in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
Prosecution alleges that between 2022 and 2024, while serving as district engineer and project manager for Isingiro District Local Government, Abenaitwe and other suspects still at large abused their offices in connection with a road construction contract.
According to the allegations, Abenaitwe certified payments exceeding Shs614 million to Prime Contractors Limited for the construction of eight sealed roads measuring 7.09 kilometres in Isingiro Town Council.
The works were undertaken under contract number ISIN560/USMID WRKS/21-22/00001/Lot 1.
The Anti-Corruption Unit alleges that he certified the payments despite knowing that the works had not been completed and that no taking-over, defects liability or final completion certificates had been issued.
The alleged actions were prejudicial to the interests of Isingiro District Local Government, according to the unit.
The arraignment comes amid the “Expose the Corrupt” national campaign, which the unit said is being spearheaded by Minister for Local Government Balaam Barugahara to strengthen accountability and address corruption in local governments.
The allegations against Abenaitwe have not been proven in court.
