Chris Obore, six co-accused granted bail

KAMPALA — Interdicted Parliament Director of Communications and Public Affairs Chris Obore has been granted cash bail of Shs30 million by the Anti-Corruption Court in Kampala in a case involving allegations of embezzlement, causing financial loss and money laundering.

Obore was also ordered to deposit his passport and a land title with court as part of his bail conditions. His sureties were each bonded at Shs300 million, but were not required to make cash deposits.

His co-accused were also granted bail with varying cash-bond requirements.

Mureebe Muhanuka, Rajab Kaaya and Emmanuel Okwi were each granted bail on a Shs20 million cash bond, while Daniel Adiro and Leonard Okema were each granted Shs35 million cash bail.

Vincent Tebata was granted bail on a Shs30 million cash bond.

All the accused persons were required to provide sureties bonded at Shs300 million each and report to the court registrar on the first Monday of every month.

The bail decision follows applications by Obore and six other officials who are facing charges arising from alleged financial mismanagement at the Parliamentary Commission.

The Anti-Corruption Court had scheduled September 9, 2026, to deliver its decision on the bail applications after hearing submissions from the accused persons and the prosecution.

The accused include Obore, former Parliamentary Human Resource Director Daniel Adilo, Principal Research Officer Rajab Kaaya Ssemalulu, former Principal Protocol Officer Emmanuel Okwi Emuron, Capacity Development Officer Vincent Otebata, Executive Secretary in the Office of the Speaker Leonard Okema and former Parliament SACCO Chief Executive Officer Methods Murebe.

The group is facing charges linked to the alleged mismanagement of billions of shillings at Parliament. The prosecution has previously raised concerns that releasing the accused could interfere with investigations and witnesses, many of whom remain employees of Parliament.

During earlier bail proceedings, Obore’s lawyers argued that he had a fixed place of residence and had presented substantial sureties to guarantee his attendance in court.

The accused had been remanded in custody after being charged in connection with the alleged financial offences. They were subsequently committed to the High Court for trial.

The bail grants allow the accused to remain out of custody as the case proceeds, subject to the conditions imposed by court.
