The Acting Town Clerk of Luwa Town Council in Namisindwa District, Kurobe Samuel, has been charged with abuse of office over the alleged misappropriation of funds meant to purchase land for government administrative offices.
Kurobe was arraigned on Thursday before the Anti-Corruption Division of the High Court by the State House Anti-Corruption Unit, working with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID).
He was remanded until August 13, 2026.
According to investigators, Namisindwa District Local Government allocated Shs150 million to Luwa Town Council for the purchase of land and construction of administrative offices.
Of this amount, Shs40 million was reportedly used to purchase land in Kungu Cell, Bunambobi Ward, Luwa Town Council.
Investigators allege that the transaction was conducted without following the required procurement procedures and without an official valuation of the land.
Investigations allegedly established that the actual purchase price of the land was Shs12 million, creating a Shs28 million discrepancy between the reported and actual cost.
The Anti-Corruption Unit further alleges that a forged sale agreement showing that the land had been purchased for Shs40 million was subsequently created to support the higher figure.
Kurobe, who was employed by Namisindwa District Local Government as a Senior Assistant Secretary and later assigned duties as Acting Town Clerk of Luwa Town Council, is accused of abusing his office in connection with the transaction.
The prosecution is expected to present evidence concerning the land transaction as the case proceeds.
His arrest and prosecution form part of the ongoing “Expose the Corrupt” campaign, spearheaded by Local Government Minister Balaam Barugahara, which targets alleged corruption and misuse of public resources in local governments.
The Anti-Corruption Unit said the investigations are aimed at strengthening accountability and protecting public funds allocated for service delivery.
Kurobe is presumed innocent until proven guilty by a competent court.
