A Senior Land Management Officer in Ssembabule District has been charged before the Anti-Corruption Division of the High Court over allegations that he extorted nearly Shs1 billion from residents seeking land titles.
Kananura Emmanuel Champion was arraigned after investigations by the Anti-Corruption Unit of State House, the Directorate of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID).
According to the Anti-Corruption Unit, Kananura allegedly demanded between Shs1.5 million and Shs6 million from applicants between August 2024 and August 2026, claiming the money was required to facilitate the processing of land titles under a government titling programme.
The authorities allege that the applicants were misled into paying for a service that was supposed to be provided free of charge to selected beneficiaries.
Local Government Minister Balaam Barugahara Ateenyi confirmed the prosecution in a post on X, saying the Ssembabule case had been addressed as part of the government’s wider campaign against corruption.
“Nobody is above the law. Sembabule was sorted, and the fight against corruption continues,” Barugahara said.
The case comes amid increased scrutiny of Uganda’s land administration system, where disputes over ownership, fraudulent titles and alleged corruption among officials have remained persistent problems.
