Kampala — Makerere University management has directed Dr Faisal Buyinza, Associate Professor and Head of the Department of Economic Theory and Analysis, to step aside with immediate effect pending investigations into serious allegations levelled against him.
In a communication dated October 7, 2026, signed by Acting Vice-Chancellor Professor Sarah N. Ssali, the institution announced the formation of a high-level probe committee following a previous university statement issued on October 1, 2026.
The action follows renewed public and online disclosures regarding historical matters and allegations—some of which involved police inquiries and criminal proceedings between 2011 and 2014. Management noted deep concern over the gravity of the accusations and the strong emotions raised among students, staff, alumni, and the broader public.
Investigation Committee Formed
The newly appointed committee comprises: Eng. Assoc. Prof. Dorothy K. Okello (Dean, School of Engineering, CEDAT) — Chairperson; Prof. Engineer Bainomugisha (Principal, College of Computing and Information Sciences) — Member, Dr Christine Mbabazi Mpyangu (Department of Religion and Peace Studies, CHUSS) — Member, Ms Sumaiyah Nanyondo Sebuta (Legal Advisor) — Member, Dr Joelia Nasaka (School of Veterinary Medicine and Animal Resources, CoVAB) — Member and Mr Deus T. Mujuni (Chief Human Resource Officer) — Secretary.
The committee is mandated to hear all complainants and witnesses while affording Dr Buyinza a full opportunity to respond under the principles of natural justice. It is required to submit its comprehensive report to the Vice-Chancellor no later than November 6, 2026.
Leadership Changes and Protective Measures
To maintain the integrity of the investigation, Dr Buyinza has been directed to step aside from his leadership position as Head of Department and any other administrative roles he holds at the university. The Dean of the School of Economics will oversee the department in the interim.
Additionally, Dr Buyinza has been instructed to avoid any contact, influence, or interference with potential complainants or witnesses.
University management clarified that these steps are administrative safeguards rather than disciplinary sanctions or a pre-judgment of guilt. Should the committee find a case to answer, the matter will advance to the Appointments Board for a fair hearing in line with established procedures.
Reiterating a strict stance against sexual harassment, abuse of authority, and gender-based violence, the university administration encouraged anyone with relevant information to come forward, guaranteeing strict confidentiality and protection against intimidation or retaliation.
Copies of the directive were forwarded to the Permanent Secretaries of the Ministry of Education and Sports, Ministry of Public Service, and Ministry of Gender, Labour and Social Development, alongside key university council and committee chairpersons.
