Ugandan businessman and politician Abraham Luzzi has called on President Yoweri Kaguta Museveni to reshuffle his Cabinet and review the performance of civil servants, arguing that the current government team has failed to deliver and lost public confidence.
Luzzi, popularly known as “Mr Economy”, said changes were needed within government to improve service delivery and restore public trust in state institutions.
“We appeal to H.E. Gen. Museveni, reshuffle the Cabinet and civil servants. Your team has failed to perform. The hoe is blunt, can no longer dig. There is no public confidence,” Luzzi said.
He used traditional proverbs to emphasise his argument that leaders should be replaced or reorganised when they no longer fulfil their responsibilities effectively.
“When the drum loses sound, you change the skin. When a tree no longer gives shade, you prune its branches,” he said.
Luzzi, a businessman with interests in agriculture and food processing, has also participated in politics and public discussions on economic management and governance.
His appeal targets both political leaders responsible for setting government policy and civil servants tasked with implementing programmes and delivering public services.
A Cabinet reshuffle would involve changes to ministerial appointments, while changes within the civil service could affect officials responsible for the day-to-day administration of government institutions.
However, Luzzi did not identify specific ministers or civil servants he believes should be removed, nor did he outline particular government programmes he considers to have failed.
His remarks place government performance and public confidence at the centre of his appeal to President Museveni, who has led Uganda since 1986.
The call also raises broader questions about how government performance should be assessed, what accountability mechanisms should apply to public officials and whether changes in personnel would address the concerns Luzzi has raised.
No response from the government to Luzzi’s remarks was included in the information available.
