Uganda prisons service reshuffles top bosses

KAMPALA – The Commissioner General of Prisons has ordered a significant reshuffle within the Uganda Prisons Service (UPS), affecting several high-ranking officers and regional commanders.

The move, announced in a press release dated April 30, 2026, is aimed at strengthening service delivery and enhancing professionalism across the institution.

According to the directive signed by Frank Baine Mayanja, the Senior Commissioner of Prisons and Service Spokesperson, the changes take immediate effect.

Key Leadership Changes

The reshuffle features several prominent appointments and transfers at the regional and departmental levels:

Mr. Emmanuel Muchunguzi (SSP): Formerly the Officer in Charge (OC) of Aswa II Prisons, he has been appointed as the Regional Prisons Commander (RPC) for Mid-Eastern – Soroti.

Mr. Alex Mukkola Oloka (CP): Moves from his position as RPC Northern – Gulu to the Prisons Headquarters.

Mr. Ronald Kalali (ACP): Transfers from Mid-Eastern to take over as RPC Mid-Northern – Lira.

Mr. Godfrey Kumakech (SSP): Has been assigned as the RPC for the Northern Region.

Strategic Deployments

The shake-up also includes the appointment of new Officers in Charge for various facilities:

Ms. Allen Malemo (SP): Returning from leave to become OC Kanungu Prisons. Mr. Vian Mugisha (ASP): Moves from Farm Manager at Aswa I to OC Aswa III Prisons.

Mr. Simon Peter Ingabati (ASP): Transitions from D/OC SSU Luzira to OC Bamunanika Prisons. Mr. Patrick Musobo (PO II): Shifts from OC Nakapiripirit to OC Kyangwali Prisons.

Human Resource Adjustments

In addition to the transfers, the notice detailed several officers proceeding on leave, including Ms. Barbra Busingye (SP), the outgoing OC of Iganga Prisons, and Mr. Hussein Musoke (PO I). Meanwhile, Ms. Stella Salume Atoo (SP) has resumed duty and been deployed to PATS.

The Service has also cleared five senior officers to attend further training courses, including Mr. Ivan Nuwagaba (SP) from Kiboga Prisons and Mr. Benjamin Lodda Magoola (SASP) from Sheema Prisons.

Frank Baine Mayanja emphasised that all Regional and District Prisons Commanders are directed to oversee the handovers and takeovers immediately to ensure a “smooth and orderly transition of duties.”
