The Uganda Prisons Service has promoted a total of 910 junior officers in Kampala Extra Region, marking the largest number of promotions recorded across all regions in the latest cycle.
The newly elevated officers were officially pipped and chevroned during a ceremony held at the regional headquarters on Tuesday morning, presided over by Xavier Francis Elubu, the Regional Prisons Commander (RPC) for Kampala Extra Region.
Merit-based promotions
Elubu commended the officers for their dedication and resilience, emphasising that the promotions were earned through merit.
“These promotions are a result of your hard work, endurance, and commitment to duty. Continue striving for excellence as you take on your new responsibilities,” he said.
He also expressed appreciation to the Commissioner General of Prisons for providing leadership and prioritising staff welfare.
“The CGP continues to guide and support staff development, and today’s achievement reflects that commitment,” Elubu added.
Majority in lower ranks
According to the Prisons Service, the bulk of the promotions were concentrated in lower ranks, with Sergeants accounting for 327 officers and Lance Corporals totaling 319—together making up more than 70 percent of those promoted.
Other promotions included 138 Corporals, while mid-level ranks such as Chief Warder Grades I, II, and III recorded steady increases ranging between 18 and 46 officers.
At the senior level, nine officers were promoted to Principal Officer I, and 19 are set to be commissioned as Principal Officer II.
Officers urged to remain focused
Speaking on behalf of the promoted officers, Chief Warder II Drani John welcomed the advancement and encouraged colleagues to remain disciplined.
“Let us stay focused and continue working hard in our new ranks. For those who missed out, remain committed—your opportunity will come,” he said.
Largest region
Kampala Extra Region, the largest in the service, comprises key facilities including Upper Prison, Kampala Remand, Murchison Bay Prison, Luzira Women’s Prison, and Kigo Prison, among others.
It also includes specialised units such as the Prisons Academy and Training School, the Sports Unit, and the Safety and Security Unit.
Ongoing exercise
Authorities said the promotion exercise is ongoing across other stations within the region to ensure all eligible officers are formally recognised.
The Uganda Prisons Service said the initiative is part of broader efforts to motivate staff, strengthen institutional capacity, and enhance service delivery within the country’s correctional system.
