WOBULENZI — Two suspects have been remanded to prison after being arraigned before the Wobulenzi Grade One Magistrates Court on charges of forgery, uttering false documents, and conspiracy to commit a felony in connection with an alleged fraudulent land registration scheme.
The suspects, identified as Nkalubo Mulodokayi Ssekakoni and Hassan, were produced in court following investigations led by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
They were remanded until July 6, 2026.
Alleged Forgery of Land Title
According to investigators, the accused persons, together with others still at large, allegedly conspired between 2022 and 2026 to forge a Certificate of Title for land located in Bululi Block 239, Plot 23, which they purported to have been issued by the Ministry of Lands, Housing and Urban Development.
Authorities say the forged document was intended to fraudulently facilitate the registration of the land under Letters of Administration for the estate of the late Yasoni Zawaya.
How the Fraud Was Discovered
Investigations reveal that the suspects submitted a duplicate Certificate of Title at the Bukalasa Ministry Zonal Office (MZO) in Luwero District.
The document was initially received and forwarded to the Data Entry Clerk for processing. However, the clerk raised concerns, noting that the title appeared suspicious and irregular.
The matter was escalated to the Senior Registrar of Titles, who reportedly confirmed that the document was a forgery after identifying multiple discrepancies inconsistent with official land records.
Arrest and Prosecution
Following the confirmation, the suspects were recalled by authorities, arrested, and charged with forgery-related offences.
The State House Anti-Corruption Unit confirmed that the case was handled jointly with CID Uganda and the Office of the Director of Public Prosecutions as part of ongoing efforts to combat land fraud.
The suspects remain on remand as investigations continue into other individuals allegedly involved in the scheme.

The Unit reiterated its commitment to fighting land-related corruption and document fraud, noting that such schemes undermine public trust in land administration systems and the integrity of national registries.
Authorities say more arrests are possible as investigations expand.
