KAMPALA, Uganda — Three newly appointed ministers on Thursday took oath as ex-officio Members of Parliament during a special sitting of Parliament held at Kololo Independence Grounds ahead of the presentation of the 2026/27 National Budget.
The ministers sworn in were Edward Katumba Wamala, Joyce Nabbosa Ssebugwawo, and Siraji Musa Ali.
The swearing-in ceremony was conducted during a plenary sitting convened at Kololo Independence Grounds, where Parliament gathered to receive the national budget speech for the 2026/27 financial year.

Speaker Oboth Oboth issued a proclamation declaring Kololo Independence Grounds as temporary precincts of Parliament for the afternoon sitting, allowing the House to legally conduct its business at the venue.
The administration of the oath formally enables the ministers, who are not elected Members of Parliament, to participate in parliamentary proceedings in their capacity as ex-officio members.
In his communication to the House, Oboth-Oboth emphasized the need for collective action in combating corruption and improving public sector performance.
“The fight against corruption and non-performance is not only the mandate of the Executive alone but for Parliament as well, and together we shall win it,” he said.
The Speaker’s remarks came as the country prepared to receive the government’s spending plans for the 2026/27 financial year, with accountability and value for money expected to feature prominently in parliamentary oversight discussions.
The special sitting at Kololo brought together Members of Parliament, Cabinet ministers, diplomats, development partners, government officials and invited guests for one of Parliament’s most important annual events—the presentation of the national budget.
The swearing-in of Gen. Katumba Wamala, Joyce Ssebugwawo and Siraji Musa Ali marks their formal entry into the 12th Parliament as ex-officio members, enabling them to participate in debates and other parliamentary business in support of their ministerial responsibilities.
The ceremony preceded the delivery of the 2026/27 National Budget by Finance Minister Henry Musasizi, which outlined government priorities for economic growth, wealth creation, industrialisation and service delivery.
