KAMPALA — In a swift administrative pivot, His Excellency President Yoweri Kaguta Museveni has introduced critical changes to the highly anticipated list of Cabinet Ministers, just days after submitting the original roster to Parliament for vetting.

Under the newly amended structure, Hon. Justine Kasule Lumumba has been appointed as the Minister of Information, Communications Technology (ICT) and National Guidance.
Lumumba, a seasoned political organiser and former Secretary General of the ruling National Resistance Movement (NRM), brings deep communication and mobilisation experience to a docket responsible for steering state public relations, digital transformation, and national discourse.
Simultaneously, the President has designated Hon. Dr Jane Ruth Aceng Ocero as the new Government Chief Whip. Dr Aceng, who has served as a highly visible leader heading crucial national public health initiatives, will now transition into this vital legislative role. As Government Chief Whip, her primary responsibility will center on enforcing party discipline, mobilizing ruling party lawmakers, and streamlining the executive’s legislative agenda on the floor of Parliament.
