KAMPALA — In a swift administrative pivot, His Excellency President Yoweri Kaguta Museveni has introduced critical changes to the highly anticipated list of Cabinet Ministers, just days after submitting the original roster to Parliament for vetting.
The official statement, issued directly by the Presidential Press Unit (PPU) from State House Kampala, on Thursday, May 28, 2026, confirmed that the head of state made “slight changes” affecting key ministerial portfolios before the legislature begins its formal approval process.
Under the newly amended structure, Hon. Justine Kasule Lumumba has been appointed as the Minister of Information, Communications Technology (ICT) and National Guidance.
Lumumba, a seasoned political organiser and former Secretary General of the ruling National Resistance Movement (NRM), brings deep communication and mobilisation experience to a docket responsible for steering state public relations, digital transformation, and national discourse.
Simultaneously, the President has designated Hon. Dr Jane Ruth Aceng Ocero as the new Government Chief Whip. Dr Aceng, who has served as a highly visible leader heading crucial national public health initiatives, will now transition into this vital legislative role. As Government Chief Whip, her primary responsibility will center on enforcing party discipline, mobilizing ruling party lawmakers, and streamlining the executive’s legislative agenda on the floor of Parliament.
Political analysts suggest that these last-minute realignments reflect a strategic move by President Museveni to bridge the gap between cabinet communication and parliamentary management. By placing highly experienced public figures into these communicative and supervisory roles, the executive is seemingly optimising its legislative machinery for the upcoming term.
Parliament’s Appointments Committee is expected to convene shortly to vet the updated nominees, assessing their suitability for the newly assigned dockets before they can officially take their oaths of office.
