Cabinet approves externalisation of labour program

Cabinet sat on Monday at State House Entebbe and noted that the Commemoration of the International Day of Older Persons would be celebrated on 1 st October, 2021, and would be celebrated at State House, Entebbe, under the theme “Digital Access for all Ages: A Tool for inclusive Development”.

The theme seeks to ensure;

increase demand and use of digital platforms in delivery of services and programs more so during the COVID- 19 pandemic where physical contact among people is limited and increase inclusive access to digital space for all persons and interGenerational support towards Older Persons to utilize available digital options.

Cabinet approved the re- introduction of Bills that lapsed in the 10th Parliament for  tabling on the floor of Parliament in the 11th Parliament.

It also approved the contents of the Third report of the Universal Periodic Review (UPR) of Uganda to the United Nations Human Rights Council, Geneva, Switzerland for onward submission to the UN.

It further approved the Externalization of the Labour Programme which has the following stipulations;

(i)            Revision of the law, restricting ownership of recruiting companies to only Ugandan nationals;

(ii)           Verification and vetting of Company Directors by the Joint Intelligence

Committee (JIC);

(iii)          Issuing of licenses with the ‘no Objection’ by the Minister of Gender Labour and Social Development upon satisfaction that the company has no previously committed illegalities;

(iv)          Developing an Online system for management for external employment including license application and issuance;

(v)           Community engagements with District participation in Externalization of Labour Programme;

(vi)          Instituting an extremal employment helpdesk at Entebbe international Airport to verify clearances of migrant workers;

(vii)         Strict sanctions against companies breaching the law and regulations which has been done by the Ministry that has so far suspended over 24 companies for not complying with the specifics given;

(viii)        Deploying more labour attaches at various embassies for instance Saudi

Arabia and United Arab Emirates.
