20-year-old defiles 4-year-old in Kasese

KASESE — Police in Kasese District have arrested a 20-year-old man over the alleged aggravated defilement of a four-year-old girl in Kitabu Sub-county.

The suspect, identified as Kelvin Mumbere, is a resident of Buswagha Village, Mughete Parish. He was arrested by officers attached to Bwera Division Police following an incident reported by the child’s family.

Rwenzori East Regional Police spokesperson ASP Elly Maate said preliminary investigations indicate that the alleged offence occurred on the evening of July 22, 2026, when the victim was playing with other children near her home.

According to police, the suspect allegedly approached the children and persuaded the girl to accompany him by promising to buy her bread. Investigators say he then led her behind an old house, where the alleged offence took place.

The child later returned home and informed her mother, who immediately reported the matter to police. Officers responded swiftly, launched investigations and arrested the suspect.

“The suspect remains in custody as investigations continue. He will be produced before court once the investigations are complete,” ASP Maate said.

Police said the child was taken for medical examination as part of the investigation, while detectives continue to collect witness statements and other evidence to support the case.

The arrest comes amid growing concern over cases of sexual violence against children in the Rwenzori sub-region. Police have urged parents and guardians to closely supervise children, educate them about personal safety, and report suspected cases of abuse to the nearest police station without delay.

The suspect remains in custody and has not yet been charged in court. He is presumed innocent unless and until proven guilty in a court of law.
