Allow me to first of all thank H.E the President of the Republic of Uganda and all the health workers in the country for the efforts and interventions put in place to control the spread of the COVID-19 pandemic. These interventions have saved the lives of Ugandans and maintained a healthy workforce.

As you all know, Article 78 (1) (c) of the Constitution of the Republic of Uganda provides for Representatives of Workers in Parliament.

The procedures for electing Workers’ Representatives in Parliament is provided for in the Parliamentary Elections (Amendment) (No. 2) Act, 2015 as follows:-

(a)Section 8G (1) of the Parliamentary Elections (Amendment) (No. 2) Act, 2015, provides that the five Workers’ Representatives to Parliament shall be elected by an electoral college constituted by delegates drawn from registered Labour Unions and ten(10) delegates representing Non-Unionized workers in each of the following regions (i) Central, (ii) Eastern, (iii) Northern, and (iv) Western.

(b) In order to get the ten(10) delegates nominated by nonunionised workers from each region as provided for under Section 8G(1) (V) of the Parliamentary Elections(Amendment)

(No2) Act 2015,Section 8(G) 2 of the same Act requires the Minister responsible for workers to convene all willing nonunionised workers at every sub-county. This enables the Electoral Commission to organise and manage elections for nominations of ten (10) delegates from the sub-county to the district non-unionised conference. Each district non-unionized workers conference nominates 10 delegates to the Regional Non-Unionised workers conference. The regional conferences are responsible for the nomination of 10(ten) delegates from each region (Central, Eastern, Northern and Western) to the electoral college for the election of Workers’ representatives to Parliament.

In that regard, the Ministry has scheduled to undertake the following:-
(a)Registration of all willing non-unionised workers at SubCounty/ Town Council and Municipality levels. This will be conducted from: Wednesday 25th November 2020 to Friday 27th November 2020.

(b)Convene conferences of all willing non-unionized workers at Sub-

County/ Town Council and Municipality level to enable the Electoral Commission to conduct elections of 10 non unionised workers on Friday 4th December,2020.

I therefore call upon all of you to take note of the key provisions mentioned and urge all you and other persons who fall in the category of non-unionised workers to observe the timelines mentioned for their participation in this critical constitutional activity.

Eligibility for registration as a non-unionised worker: Please note that you can only participate in the conferences for non-unionised workers if you fit the following criteria:-
A person is eligible to be registered as a non-unionized worker if he/she is:

A citizen of Uganda aged 18 years and above;
Has a National Identity Card;
A registered voter with proof to that effect;
Employed and his/her employment is verifiable by an employment contract;
Holds an employment Identity Card;
Not a member of a registered Labour Union.

I urge all of you to continue observing COVID-19 prevention measures at all times during this process of participating in the registration and conferences for all willing non-unionised workers in the country.

I also call upon all the CAOs/Town Clerks/ ED KCCA and City Clerks to designate personnel who will be in charge of the registration of all willing non-unionized workers to ensure that the timelines set and activities highlighted remain on course. Labour officers will be responsible for the coordination of the whole exercise.
